In order to improve the energy utilization efficiency of relevant products, according to the provisions of the Measures for the Administration of Energy Efficiency Labeling, the Notice on Printing and Distributing the Implementation Rules for Energy Efficiency Labeling of Two Types of Products: Multi connected Air Conditioning (Heat Pump) Units and Electric Fans (Revised) jointly issued by the National Development and Reform Commission and the State Administration of Market Supervision, the Implementation Rules for Energy Efficiency Labeling of Multi connected Air Conditioning (Heat Pump) Units (Revised) The Implementation Rules for Energy Efficiency Labeling of Electric Fans (revised) will be implemented from November 1, 2022, with a period of validity of 5 years. For products delivered or imported before November 1, 2022, the energy efficiency label can be added according to the revised implementation rules until November 1, 2024. Next, the National Development and Reform Commission and the State Administration of Market Supervision will work with relevant departments and units to organize, implement, supervise and manage energy efficiency labeling, and give full play to the positive role of energy efficiency labeling system in improving product energy efficiency and promoting green consumption.
The Notice on Printing and Distributing the Implementation Rules (Revision) for the Energy Efficiency Labeling of Two Types of Products: Multi connected Air Conditioning (Heat Pump) Units and Electric Fans is mainly divided into two parts. First, the general situation of the revision of the implementation rules for the energy efficiency labeling of two types of products: multi connected air conditioning (heat pump) units and electric fans, which clarifies the scope of application, energy efficiency standards based on, implementation time, etc. of the relevant product implementation rules. The second is the implementation rules for energy efficiency labels of two types of products, mainly including the implementation scope, logo style and specification, energy efficiency testing, identification information determination, logo printing, addition and display, logo filing, announcement and other specific contents.
According to the requirements of the Energy Conservation Law of the People's Republic of China, the state implements energy efficiency labeling management for household appliances and other energy consuming products that are widely used and consume large amounts of energy. In 2005, China began to implement the energy efficiency labeling management system. Up to now, the National Development and Reform Commission and the General Administration of Market Supervision (AQSIQ) have released 15 batches of product catalogs that implement energy efficiency labeling, covering 41 categories of products such as household appliances, commerce, office electronics, lighting, and about 2.9 million product models. From the perspective of implementation effect, the energy efficiency labeling system is an important means to promote the implementation of the mandatory national energy efficiency standards, the most direct and important basis for consumers to purchase efficient and energy-saving products, which is conducive to promoting the upgrading of consumption and guiding green consumption.
