In order to seize the development opportunity of the hydrogen energy industry, accelerate the high-quality development of the energy industry and equipment manufacturing industry in Henan Province, and create a hydrogen energy healthy development ecosystem. Recently, Henan Province issued the Medium and Long term Plan for the Development of the Hydrogen Energy Industry in Henan Province (2022-2035) (hereinafter referred to as the Plan) and the Work Plan for the Planning and Construction of the Zhengbian Luopu Hydrogen Corridor (hereinafter referred to as the Plan). It is estimated that by 2025, the total output value of the hydrogen energy industry will exceed 100 billion yuan, the promotion and demonstration of various types of hydrogen fuel cell vehicles will strive to exceed 5000, the hydrogen terminal price will be reduced to less than 30 yuan/kg, and 3-5 green hydrogen demonstration projects will be completed.
Provide medium and long-term guidance for the development of hydrogen energy industry
Hydrogen energy is a clean, low-carbon and flexible secondary energy source with diverse sources. In recent years, major developed economies such as the EU, the United States and Japan have taken hydrogen energy as a major strategic direction for future new energy technology innovation. China's hydrogen energy industry shows a positive development trend. In March 2022, the National Development and Reform Commission and the National Energy Administration jointly issued the Medium and Long term Plan for the Development of Hydrogen Energy Industry (2021-2035), which lists the hydrogen energy industry as a strategic emerging industry and a key direction for future industries. For the first time, it is clear that hydrogen energy is an important part of the future national energy system, and it is proposed to steadily promote the diversified demonstration application of hydrogen energy, and to have about 50000 fuel cell vehicles by 2025.
According to the prediction of China Hydrogen Energy Alliance, the output value of China's hydrogen energy industry will reach 1 trillion yuan by 2025; By 2050, hydrogen demand will be close to 60 million tons, carbon dioxide emission reduction will be about 700 million tons, hydrogen energy will account for more than 10% of China's terminal energy system, and the annual output value of the industrial chain will reach 12 trillion yuan, becoming a new growth pole leading economic development.
Henan Provincial Party Committee and the provincial government attach great importance to the development of hydrogen energy industry, and take the hydrogen energy industry as an important measure to deeply implement the leading strategy of lane changing and achieve overtaking at curves. The Plan is based on the whole province, takes a long-term view, aims at the positioning of future industries and strategic emerging industries, and focuses on technological innovation and industrial cultivation to provide medium and long-term guidance for the development of hydrogen energy industry in Henan Province. The Plan puts forward the guiding ideology of hydrogen energy development, comprehensively aims at the three orientations of hydrogen energy as an efficient and low-carbon terminal energy, a smart and flexible energy storage carrier, and a green and clean industrial raw material, adheres to the path of "innovation leading, industrial upgrading, safety first, and demonstration leading", deeply implements the innovation driven development strategy, increases the scientific and technological breakthrough of core technology and equipment, and promotes industrial competitive advantages by introducing and cultivating simultaneously, Focus on the demonstration of fuel cell vehicles, moderately advance the layout of infrastructure, actively explore application scenarios, gradually improve the system and mechanism, promote the deep coupling of industrial chain, innovation chain, supply chain, factor chain and system chain, and provide new momentum for the provincial energy transformation and high-quality development of equipment manufacturing.
The Plan proposes the spatial layout of hydrogen energy development. In the near future, it is planned to focus on building the "Zhengbian Luopu Hydrogen Corridor" with "one axis belt, five nodes and three bases", namely, the Zhengbian Luopu hydrogen energy application demonstration axis belt, five industrial support nodes in Zhengzhou, Kaifeng, Luoyang, Xinxiang and Puyang, and three hydrogen energy supply guarantee bases in northern, northwest and south central Henan, forming a "hydrogen energy industrial cluster" that radiates and drives the whole province and connects Shaanxi The development pattern of hydrogen energy industry in the middle and lower reaches of the Yellow River in Shandong's "Shandong hydrogen economic belt" will extend along the Beijing Hong Kong Macao and Lian Huo highways in the long term to build a "cross shaped" development axis, which will play a more prominent role in the national hydrogen energy development pattern as a hub connecting the east and the west and the north and the south.
The Plan defines the development goals. By 2025, key technologies and equipment manufacturing in Henan's hydrogen energy industry will have achieved breakthroughs, with more than 100 enterprises related to the industrial chain and a total output value of 100 billion yuan. Promote and demonstrate all kinds of hydrogen fuel cell vehicles, strive to exceed 5000, reduce the price of hydrogen terminal to less than 30 yuan/kg, and build 3-5 green hydrogen demonstration projects. The Zhengbian Luopu hydrogen corridor has been basically completed, the demonstration and application of Zhengzhou fuel cell vehicle urban agglomeration has achieved remarkable results, and the national advanced manufacturing cluster of hydrogen energy has been initially built.
In addition, the Plan proposes five key tasks: first, innovation driven technology breakthroughs; second, introducing and cultivating the industry chain to build competitive advantages; third, building a supply system moderately in advance; fourth, demand oriented application scenarios; and fifth, improving the policy system first.

With the construction of hydrogen corridor as the core content and scenario driven as the guide, it focuses on the construction of Zhengzhou hydrogen fuel cell vehicle demonstration application city cluster, drives the technological breakthrough and infrastructure construction in all links of the industrial chain, and details the list of key construction tasks and projects to be implemented in the near future.
The basic idea of hydrogen corridor construction proposed in the Plan is to firmly establish the clear guidance of projects, take the path of "application guidance, industrial support, supply assurance, and ecological construction", take the scene demonstration in the transportation field as a breakthrough, take the construction of major projects as a starting point, focus on the construction of "one axis, five nodes, and three bases", strengthen effective institutional supply, build a good industrial development ecology, and create outstanding advantages and distinctive features The "Zhengbian Luopu Hydrogen Corridor" with perfect functions and radiating the whole province. The development pattern of hydrogen energy industry in the middle and lower reaches of the Yellow River connecting Shaanxi "hydrogen industry cluster" and Shandong "Shandong hydrogen economic belt" will be formed.
The Plan proposes that by 2025, more than 5000 hydrogen fuel cell vehicles will be promoted and applied, more than 50 demonstration bus lines will be built, and more than 10 demonstration logistics lines will be built, basically forming a hydrogen fuel cell vehicle application pattern dominated by freight vehicles and comprehensively promoted by passenger vehicles, passenger vehicles, etc.
Four key tasks are proposed in the Plan. One is to build hydrogen energy application demonstration shaft belt. Taking the hydrogen energy demonstration application in the transportation field as a breakthrough, we will focus on the construction of high-speed, national highway transportation trunk line hydrogen corridor, Zhengbianluo cultural tourism intercity passenger hydrogen energy demonstration project, Zhengbianpu land port intermodal logistics bulk cargo transportation hydrogen energy demonstration project, and Zhengbianluopu green low-carbon municipal transportation hydrogen energy demonstration project. Actively explore the application of hydrogen energy in the field of distributed energy and energy storage, and promote the integrated development of hydrogen energy in metallurgy, building materials, chemical industry and other industrial fields.
Second, build five industrial support nodes. based on the existing industrial foundation, build five hydrogen energy equipment manufacturing industry nodes in Zhengzhou, Kaifeng, Luoyang, Xinxiang and Puyang, link up the key links of the hydrogen energy industry chain, vigorously develop equipment manufacturing in the whole hydrogen energy industry chain, rely on leading enterprises, scientific research institutes and universities, introduce enterprises, etc. to carry out strategic cooperation, and accelerate the formation of a domestic leading hydrogen energy equipment industry cluster.
Third, build three hydrogen energy supply guarantee bases. Give full play to the advantages of rich industrial by-product hydrogen resources and being close to the application scenario, build three hydrogen energy supply bases in north, northwest and south central Henan, explore green hydrogen production and supply methods, and expand green hydrogen supply channels.
Fourth, create a good industrial ecology. By combining independent research and development with introduction and absorption, we will increase our efforts to tackle key technical problems and achieve breakthroughs in core technologies and key materials. We will build a policy and standard system, build a platform for innovation and development, strengthen talent support, and promote orderly industrial development as a whole.
The Plan and the Plan require that all regions and departments should fully understand the importance of developing the hydrogen energy industry, implement the decisions and arrangements of the Henan Provincial Party Committee and the provincial government, and ensure that all development goals and main tasks are implemented by strengthening organizational leadership, increasing financial and tax support, expanding financing channels, doing well in policy publicity and guidance, and strengthening planning supervision and evaluation, especially for the construction of the Zhengbian Luopu Hydrogen Corridor, It is necessary to establish a special promotion mechanism, clarify the division of responsibilities, make assessment and evaluation easier, and ensure that all work of the hydrogen corridor is completed on schedule.
