Qinghai is a resource-rich province, with the greatest value in ecology, the greatest responsibility in ecology and the greatest potential in ecology. Since the Eighteenth National Congress of the CPC, Qinghai has actively constructed a green and low-carbon cycle to develop its economic system, with an average annual increase of 7% in total economic output. On August 31, the CPC Qinghai Provincial Committee held a press conference on the theme of "China's Ten Years Qinghai". Xin Changxing, Secretary of the CPC Qinghai Provincial Committee and director of the Standing Committee of the Provincial People's Congress, emphasized that on the new journey, Qinghai will continuously promote ecological protection and high-quality development, and build a modern new Qinghai with green development, ecological friendliness, innovation and opening, civilization and harmony, people's happiness and political clarity.

Since the Eighteenth National Congress of the CPC, Qinghai has been guided by green and low carbon, and its high-quality development has been steady and far-reaching.

First, the salt lake is not only the most important resource in Qinghai, but also the national strategic resource. Qinghai aims at speeding up the construction of world-class Salt Lake industrial base and promotes the continuous growth of the industrial chain of Salt Lake resources. Five industrial clusters of potassium, sodium, magnesium, lithium and chlorine have been basically built. In 2021, the output value of Salt Lake Industry in Qinghai Province reached 33.2 billion yuan, an increase of 46% year on year. High-purity magnesium oxide/crystal material production technology fills the gap in China, successfully develops new magnesium-based superstable mineralization and soil remediation materials, and builds the first production line in China, effectively guaranteeing the development of green, high-quality and efficient agriculture. Lithium batteries are the "heart" of new energy vehicles. One third of the lithium batteries in China come from Qinghai. Potassium fertilizer is the "grain" of grain. Potassium fertilizer produced in Qinghai has made a positive contribution to ensuring national food security.

Second, the great development advantage of Qinghai is clean energy. Qinghai has focused on clean energy development, new power system construction and energy storage diversification. Two 10 million kilowatt grade renewable energy bases have been built in Qinghai. At present, Qinghai clean energy accounts for 18% of the national installed capacity. The first large data industry demonstration base operating with 100% clean energy and the first large green data center traceable to 100% clean energy in China have been built one after another. The world's first large transmission channel with new energy as the main source has been built and operated. Beijing Daxing Airport uses Qinghai Green Power. Since the world record of clean energy supply was broken in 168 hours in 2017, Qinghai has set this world record for six consecutive years, reaching 5 weeks of clean energy supply in 2022.

Wu Xiaojun, deputy secretary and provincial governor of Qinghai Provincial Committee of the CPC, believes that building a national clean energy industry highland is not only an opportunity given to Qinghai by the energy revolution, but also a realistic path for Qinghai to achieve high-quality development. In order to develop the clean energy industry, Qinghai has unique resource advantages and huge potential, which are mainly reflected in abundant water, rich, windy, wide area and complementary. First, there is abundant water, the theoretical reserve of hydropower resources ranks fifth in China, and the upstream of the Yellow River is one of the thirteen major hydropower bases in China, with excellent regulation performance and 25.85 million kilowatts of hydropower technology exploitable capacity. Second, it is rich in light, with annual sunshine time of 2500 to 3650 hours, theoretical development of solar resources of 3.5 billion kilowatt, and technical development of second in the country. Third, the wind is good, and the wind energy technology can develop 75.55 million kW, which is the fourth largest wind field in China. Fourthly, the desertified land which can be used for new energy development is more than 100,000 square kilometers. At the same time, Qinghai is rich in geothermal energy, natural gas and shale gas reserves, lithium resources in salt lakes and salt resources have significant advantages, which provide superior support conditions for the development of electrochemical energy storage and photothermal power generation industry.

At present, Qinghai takes serving the national carbon peak neutralization goal as its own responsibility, firmly promotes clean energy development, new power system construction, clean energy substitution, diversified energy storage, industrial upgrading and development mechanism construction, and strives to turn the advantages of clean energy into industrial advantages. Clean energy highland construction featuring green and low carbon is writing the future and leading the way. The goal of Qinghai is to install more than 100 million kilowatts of wind and photovoltaic power and more than 140 million kilowatts of clean energy by 2030.

Qinghai actively builds a green and low-carbon cycle development economic system, strives to transform the advantages of clean energy into industrial advantages, and the development of clean energy is "windy water" and "endless scenery".
