Sichuan, which has withstood the "big test" of the maximum power consumption load this summer, is focusing on improving the "risk-resistant" capability of the power system.
On September 26, Sichuan Province launched 15 power grid projects, including hydropower, new energy and power grid projects, with a total investment of 42.93 billion yuan.
According to the site, during the 14th Five-Year Plan, Sichuan plans to invest more than 600 billion yuan to improve power system security. Among them, 210 new power projects are planned with a total planned investment of 42.89 billion yuan. 62 new power grid projects with a total investment of 180 billion yuan are planned. By 2027, the total installed capacity of Sichuan Electric Power is estimated to reach 198 million kilowatt-hours, which is about 95.23 million kilowatt-hours compared with the current new installed capacity.
Steady speed-up of power supply construction
Sichuan Development and Reform Commission and Provincial Energy Bureau improve the development planning of Sichuan power grid according to the requirements of sturdy limit thinking, insisting on system concept and strengthening backup consideration. In terms of hydropower, it has changed from "developing Hydropower Scientifically and orderly" to "developing hydropower in an all-round way". Jinshajiang Xulong Hydropower Station is the only hydropower project among the 15 power grid projects started this time, with installed capacity of 24 million kW and total investment of 29.3 billion yuan. It is planned to put into operation in 2030. It is understood that this hydropower station is a key start-up project during the 14th Five-Year Plan of the State and Sichuan Province, and is the first large and medium-sized hydropower project approved by the State in the Yangtze River Basin since the implementation of the Yangtze River Protection Law. This hydropower station is connected to Sichuan Power Grid for preference to be dissipated in the province. The surplus electricity is sent out through Sichuan Power Grid, which will increase the renewable energy supply in Sichuan Province.
During the 14th Five-Year Plan period, Sichuan Province planned to approve hydropower construction in a scale of more than 12 million kilowatts, and by 2025, the installed capacity of hydropower will reach 106 million kilowatts. By 2027, hydropower plants will reach 113 million kW or so.
In terms of new energy, we have changed from "accelerating the development of new energy" to "vigorously developing new energy". Among the start-up projects, up to 7 wind power projects are located in Liangshan, including Lianhua Wind Power Project and Baiyan Wind Power Project developed by Huaneng Huili Wind Power Co., Ltd., Houlongshan Wind Power Project, Daba Liangzi Wind Power Project and Baiyangping Wind Power Project developed by Sichuan Yanyuan Huadian New Energy Co., Ltd., Zeluoyi Wind Power Project and Mahong Wind Power Project developed by Datang Liangshan New Energy Co., Ltd. There are 3 photovoltaic projects, namely Zhengdou 1+N photovoltaic power project developed by Ganzi Energy Development Group Township Juhui New Energy Co., Ltd., Xigu Hydropower Station Water-optical complementary project developed by Sichuan Jiulong New Energy Co., Ltd., and Shuika Hydropower Station Water-optical complementary project.
By 2025, Sichuan will have installed 10 million kW of wind power and 22 million kW of photovoltaic power. By 2027, it is estimated that 15.97 million kW of wind power and 36.67 million kW of photovoltaic power will be installed.
In terms of thermal power, it has changed from "continuously promoting optimization of thermal power structure" to "speeding up construction of thermal power". Installation of thermal power will increase from 18.25 million kW in 2012 to 27.6 million kW in 2025 and to 32.6 million kW in 2027. The installed ratio of hydropower and thermal power will be adjusted from 83.1%:16.9% in 2021 to 79.3%:20.7% in 2025 and 77.6%:22.4% in 2027. It can be seen that the proportion of thermal power installed will continue to expand and the proportion of hydropower installed will continue to decrease.
On September 28, the supporting coal-electric power project of UHV DC project from Hami to Chongqing, an important project of "Xinjiang Power to Chongqing", was officially started in Santanghu Mine Area of Hamibarikun County, Xinjiang. The project will build 4 × The total investment of 1 million kW high-efficiency ultra-supercritical indirect air-cooled coal-fired unit, booster station, main power house and other supporting facilities is about 14.5 billion yuan. The project of "Xinjiang Power to Chongqing" involves a total investment of about 100 billion yuan, including supporting coal-power projects, supporting new energy projects and construction of<800 kV HVDC power transmission project from Hami to Chongqing. The supporting coal-power and new energy are 4 million kW and 10.2 million kW respectively, including 7 million kW for wind power, 3 million kW for photovoltaic power and 200 000 kW for photothermal power respectively. It is understood that after the completion of the project, its rated capacity can reach 8 million kilowatt-hours and 44 billion kilowatt-hours a year, which is nearly double the total electricity purchased from Chongqing in 2021. This will greatly solve the power gap faced by the future economic and social development of Chongqing.
Major Deficiencies in Power Grid Construction
In terms of power grid construction, the key point is to make up for the shortage, and the most urgent one is to solve the problem of sending out the Panxi section and the passageway of Chengdu load center. Sichuan Province clearly proposes to plan and construct a strong power grid that can go up, get out, get in, catch up, get down and use up, and to strengthen the interconnection and interdependence among load centers, basins and provinces. By 2025, 1000 kV HV AC projects from Ganzi to Tianfu South to Chengdu East and Aba to Chengdu East will be completed to improve the transmission capacity of Ganzi, Aba to provincial load center. By 2027, Panxi 1000 kV HV AC project will be completed to improve the transmission capacity from Panxi to the provincial load center.
The two plans disclosed at the beginning of this year, namely the Fourteenth Five-Year Plan for Energy Development in Sichuan Province and the Fourteenth Five-Year Plan for Electric Power Development in Sichuan Province, have laid out the layout for co-ordinating cross-regional channels, promoting UHV AC and optimizing the main grid construction in the province, indicating that the construction of target grid for UHV AC in Sichuan and Chongqing should be focused on, and that the safe operation level and the ability to withstand serious faults of Sichuan power grid should be essentially improved. Provide strong power guarantee for the in-depth implementation of the national strategy for the construction of the Twin-city economic circle in Chengdu and Chongqing.
Four power grid projects commenced in this on-site promotion activity include: Jianchang Converter Station of Baihetan Transmission Terminal to Xufu 500kV Power Transmission and Transfer Project planned to be completed in 2023, which can effectively enhance the power transmission capacity from Panxi region to provincial load center and increase the power transmission capacity of Panxi Corridor by 2MW; Completed in 2025 with Yuecheng II 500 kV power transmission and transformation project, Baihetan Power Transmission and Transfer Station ensures safe and stable delivery of Baihetan Hydropower Station, which can enhance the download capacity of Baihetan Hydropower Station by 2 million kW. The 500 kV power transmission and transformation project in Leshan South is planned to be completed in 2024, which can satisfy the regional power supply capacity and reliability, and improve the power supply capacity of Leshan region by 400,000 kW. The new 220kV power grid construction project in Sichuan Province is planned to be completed in 2024, which will enhance the power supply capacity of 500,000 kW in Chengdu, Luzhou, Mianyang, Yibin, Meishan and Dazhou.
On September 28, Sichuan held a project promotion meeting on major power grid projects. The projects involved in the promotion are urgently needed to improve the safety and reliability level of Sichuan power grid, including 22 new power grid projects of 220 kV and above, such as Panxi optimization, expansion of salt source, Leshanan South, Deyang South, etc., with a total investment of 9.6 billion yuan, a total length of 1410 km for the new lines, and an additional capacity of 13 million kv/a for substation, which is scheduled to be put into operation in December 2024.
The next day, the first UHV AC project in southwest China, Sichuan-Chongqing 1000 kV AC project, was officially started. According to reports, the project is a power highway connecting power supply and load centers in Sichuan and Chongqing, which will deliver more than 35 billion degrees of clean power per year. The project can effectively meet the needs of multiple development and transmission of power sources, effectively undertake electric energy from northwest, Tibet and other places, and greatly improve the overall power security capacity of the Chengdu-Chongqing economic circle.
