According to the relevant requirements of Notice on Promoting the Synergetic Development of Supply Chain in the Photovoltaic Industry Chain issued jointly by the Ministry of Industry and Information Technology, the General Administration of Market Supervision and the State Energy Administration (hereinafter referred to as the "Three Departments"), in order to guide the coordinated development of the photovoltaic industry upstream and downstream, the relevant business departments of the three Departments have recently collectively interviewed some backbone polysilicon enterprises and industry institutions on the basis of organizing the cooperation and docking of supply chain in Guide relevant units to strengthen self-discipline and standardized management.
The head of the relevant Bureau said that the price of some parts of domestic photovoltaic industry has risen sharply in recent years, which has caused severe shocks in the supply chain of the industry chain. These reasons include complex international trade environment, repeated impact of new crown epidemic, dramatic increase of downstream demand, construction cycle differences of each link, etc., as well as some enterprises speculating to inflate prices and individual practitioners hoarding curiosity.
Currently, the development of photovoltaic industry is hard to come by. In order to promote the sustainable and healthy development of the industry as a whole, the three departments put forward work requirements for relevant units: First, focus on the overall situation and long-term interests, stick to win-win cooperation between upstream and downstream, and promote the high-quality development of photovoltaic industry; Second, we should effectively strengthen enterprise self-discipline, conduct in-depth self-checking and self-correction, consciously regulate sales behavior, and avoid price-inflating behavior such as hoarding and speculation by borrowing opportunities. Third, we should comprehensively promote the construction of photovoltaic stock projects, reasonably release the capacity already built, properly speed up the construction of compliance projects under construction, and at the same time, advance the judgment and prevent risks for subsequent large-scale production of new capacity.
In the next step, relevant departments will further strengthen work coordination, strengthen supervision and management, and strengthen investigation and severe crackdown on illegal acts such as price boosting, monopolizing the manufacture and sale of counterfeit and inferior products in the industry.
